What happens when you try to launch Lightroom? Could you please share the version of Lightroom (Help > About Lightroom) and the version of Windows on your computer? Do you see any error messages? Since when are you noticing this issue?
Sign out from the Creative Cloud desktop app and sign back in. You can try resetting Lightroom's preferences using the steps mentioned here: https://adobe.ly/2JSym5e.
Please backup your presets prior to resetting the preferences.

The problem started today.I haven't been to Lr for a few weeks.I can't open "help via Lr" because the blue wheel is always spinning.I have Windows 10. The error is" no response". Do I have to deinstall Lr and install again? I am an old lady and I do not really know if I'm able to do so.
