Lightroom needs access to the internet to initialize properly

lightroom keeps opening in offline mode when I'm connected to the internet normally and creative cloud is connected. I checked my firewall settings and there is no rule that's blocking lightroom's access to the internet, I also uninstalled the newest version and tried installing older versions but still no luck.

Windows network diagnostics also can't find anything wrong with my connection and I also tried opening the app with other wifi connections
