If you mean the Cloud Based Lightroom Desktop then does the following (quite old) video achieve your goal?

I contacted Adobe about this (transform tool) on cloudbased Lightroom and several reps told me there is no such tool in the program. YES there is - it is under the last tab Geometry. It is a bit different but it appears you can accomplish what the transform does in LR Classic. I am wondering why Adobe support didn't know of this.

Most likely because that tool is not called the transform tool. It is called the Guided Upright tool, and it is in both the cloud based and Classic versions. It's easy to confuse because in LrC, the Guided Upright tool is found in the Transform Panel, while in the cloud version it is the Geometry panel.
