Lightroom on Mac has been syncing for 2 weeks

I uploaded photos from my camera to Lightroom, it has been trying to sync for over 2 weeks now. I cannot quit the app, it says my lightroom is up to date online, it will not sync to the cloud. I cannot access any of my photos, I just see a rotating loading circle... 

I have no idea what to do, with no support services available for just holding lightroom and mobile premium membership.
