I purchased Lightroom on my phone earlier this year. Can I use that on my laptop, or do I need to purchase it again for the secondary device?

If you purchased a subscription for just Lightroom Mobile, that does NOT include a subscription for Lightroom Desktop for the computer. However, if you subscribe to either the photography plan which includes Lightroom Classic and Lightroom Desktop as well as Photoshop or the Lightroom Desktop plan it will also include a subscription to Lightroom Mobile  for your phone.
