Lightroom Premium Ready for use but not working?

I have a full creative cloud account through my department of education. I have lightroom, photoshop, etc. On lightroom however, alot of supposedly "premium" features are unavailable to me. I click the "get premium" button, and am just greeted with a green tick saying lightroom is ready for me to use, however the premium features are still locked
