Lightroom unbelievably slow and unresponsive

Lightroom on my desktop PC is basically un-usable despite hardware that is plenty powerful enough (Threadripper 3970x with 32 cores, 64 gb RAM, 2080TI GPU). I've attached my system info below. It takes 20 seconds just to load a picture and then I can't edit it without the program freezing up. I can't even click the "File", "Edit", "Help", etc buttons without it freezing up most of the time and task manager telling me the program is unresponsive. Same thing anytime I try to do any single edit (eg. moving a single slider). I've watched my hardware while it's frozen and the CPU never goes over 3-4% usage and it only uses 10-20gb of RAM. I've restarted my computer several times and increased the cache size. No change whatsoever.

My catalog size is about 40k pictures, most of them RAW files from a Canon DSLR. Originals are all stored locally on a SSD. Lightroom is updated to the latest version.

Any ideas about what could be causing this or anything I can do to fix it?
