Lightroom 5.4
I am having a synching issue where I am adding files to Folders in Lightroom on Mac Desktop but when I go to the folder in the mobile or iPad app they photos aren't there. It appears the photos are on the mobile and tablet device and the folder is created but is either empty or not all the folders are in there. It does sync ratings and if I set it as a pick but for some reason just won't add it to the folder library.

Could you please confirm the version of Adobe Lightroom Mobile? Could you please confirm the type of images you are working with? Are they JPEG or RAW?
As a test, have you tried creating a test album or adding flags or ratings to any images, and did they sync? Have you recently imported a large number of pictures?
Please ensure both Lightroom apps are up to date and connected to unrestricted internet and apply changes like flags or star rating, which can kick start any sync issues.
You can also log on to Lightroom Web (https://lightroom.adobe.com) to check current Sync issues on the left part of the screen.
If there are any sync issues, click on them to know more, find the original for those images, and back them up safely before you empty the Sync issues from Lightroom Web. As long as there are sync issues on the Web, you can encounter trouble in syncing images & edits.
