is it possible to implement a photoshop png in the mobile version of lightroom in order to use the png as a mask for uploaded pictures?

Hopefully you found the answer elsewhere, robink58685836 since you didn't receive a prompt answer here, but for anyone else who comes across this, Lightroom mobile does not allow watermarking with images (PNG or otherwise) at this point - just text, as described in this post.

Note that a more descriptive title for your post, rather than "Lightroom x Photoshop", could possibly have gotten you assistance more rapidly, though we'll never know for sure. Example: PNG Watermark in Lightroom Mobile (or something like this, if you didn't know it was called a watermark.)
