I have followed the steps to try to recover my lightroom program but have been unsuccesful for months. I follow the steps up until it says delete previews and launch lightroom but when I launch it it still pops up with the "local catalog damaged" and when I click ok it closes out lightroom completely. I have been using lightroom classic in the meantime but I'd really like to use the cloud based lightroom. How can I truly fix this issue? If I can not, how do I clear the local catalog issue and just start new?

Could you please confirm if this has started to happen recently, or is it the first time you have launched Lightroom on this machine? Do you use a VPN or any other protective/antivirus software that may interfere with the internet configuration of your device?

Before further troubleshooting, we must ensure you have all the data backed up locally or on the cloud.
