I would appreciate if you could post a real screenshot next time, not a photo taken from your screen. Google on how to do that if you don't know. I think I know the answer however. It looks like you are not using the Lightroom 5.4 application, but Lightroom on the web in a web browser. That version does not have all the features of the app.

FYI, you can use Snip & Sketch in Windows 10 to take a screenshot

As @JohanElzenga says, looks like you're using lightroom.adobe.com which does not include several features including the healing brush. You'll have to subscribe to a Lightroom plan (Cloud or Classic) to get that.

@Ryland25508875zya3  It appears to me that you may be in the Lightroom-WEB interface in a web browser.

All the functions of Lightroom are not available in the Web interface. 

Run Lightroom from the Start Menu or the CC Desktop App.

Assuming you are using Lightroom v5.4 CLoud based (On a Windows Desktop PC):

Yes, that's Lightroom on the web which you use via your browser, not the Lightroom (Cloud) app.

 

As already explained, Lightroom on the web does not have several features, including the Healing brush.
