Where is the sceond woman (in People view)?

No people are hidden and no false identifications for the people shown in People view.

Could it be that these people occur less than 5 times in the uploaded photos? As I believe that a People View Cluster is not created if this is the case.

That COULD be. But how should I know that? Is this documented somewhere? And what's the reason behind this? Especially if Sensei fails recognizing that the persons are the same and have to be connected manually?
