Not accessing premium features but pay for subscription

I pay for a monthly subscription to LR but am unable to access premium features or restore purchase of the subscription.

If your iTunes / iOS Settings show you that there is indeed a current and valid subscription to Lightroom Mobile, please try using Restore Purchase in the LR iOS app Settings.  See this page for troubleshooting details: https://helpx.adobe.com/lightroom-cc/kb/lightroom-mobile-in-app-purchase-issue.html
