Can all lightroom users create and share tutorials to lightroom.adobe.com/learn/tutorial/ ?

Currently, all Lightroom subscribers can post, and share Lightroom Discover edit files. Discover edit files show how an image was processed and have the option to allow the download of a develop preset.
