Resize Image In Inches (other than the drop-down choices)

Why can I not resize an image to a specific size in inches (such as 11" x 14")  in Lightroom CC ?

I do not subscribe to Photoshop and do not want to pay an additional fee to subscribe to Photoshop.

 

Any ideas from the community or from Adobe ?

You can do this on export, not with the original image. Because Lightroom is a non-destructive editor, edits are not applied to the original images but kept separately. On export they are applied, so that is why you always need to export a finished image to use it as such.
