I have a lightroom premium subscription with google play. I want to switch to adobe cc subscription. If I stop the subscription from google play and subscribe to Adobe cc, will the app continue to work with all premium features?

Yes it will, but you should contact Adobe Customer Care to get some advice about doing this switch as you don't want to risk ending up with a brand new Adobe account (which could potentially lose the data already stored under the old account).
