I have tried and tried to find answers but the name of the new software being the original name of the older version has made it difficult.
1. Do the History panel and Snapshots exist in new Lightroom?
2. Is there any way to access brush presets (Shadow Save! Teeth whitening!) or a way to create custom presets (I had a great hair enhancing library)?

No, they're all currently missing in the new baby LR CC app, but they are still available in Lightroom Classic.

Thanks. I've been pleasantly surprised overall but the documentation has been a little lacking for experienced users and both of these are pretty serious gaps for me. On the other hand, I am thrilled by what I've been able to do on my Chromebook with the mobile app!

What makes you think it will be? LRCC probably does have features which are planned but not yet implemented, but it's a different product from real Lightroom or "Classic".

John, waauw, now I am really confused.
My new Canon 5d mark IV was not accepted by my bought LR, so looked for the
BEST LightRoom: CC was suggested.
Is this a wrong choice, looking for the best LightRoom?

There's no "best" Lightroom - they're different tools for different jobs. The question is which is best for YOU. If you were using Lightroom previously, then Lightroom Classic is probably best for you right now, but check your needs against this list: https://www.lightroomqueen.com/lightroom-cc-vs-classic-features/ If you decide Lightroom Classic is best for you, just talk to customer services and they can switch your subscription.

The confusion is natural - thanks to how Adobe changed around the product names. The real Lightroom or your "bought LR" was called Lightroom CC2015 but is now called Lightroom "Classic". The name "Lightroom CC" was given to a new program for Mac/PC which has simplified features similar to Lightroom Mobile (the iOS or Android app) and was released without features that you would expect. It's impossible to say which features are not planned, and which aren't there yet. You don't know how much time we have wasted explaining this!
My feeling is that if you use a camera like that, you will find "Lightroom CC" very limiting and that you have been misled by the naming confusion. You are probably more suited to Lightroom "Classic" - this is the equivalent to your "bought LR". So you don't want the "Lightroom Plan" which only includes the new simplified/unfinshed Lightroom CC, and you would need what Adobe call the Photography Plan* which includes Lightroom "Classic", Photoshop, and the new Lightroom CC.
As Victoria says, Customer Care should be able to switch you to the Photography Plan.
