The latest version of LR for iOS requires iOS 16.0 or newer, and I believe the iPad Mini 4 can't update to iOS 16.

I do believe your device should be able to download "Adobe Lightroom for iPad" from the app store, version 9.0.1 released last November.

Can you share a screenshot of the error you see?  Are you sure it's the iPad app you are trying to download, and not the iPhone app?  There are actually separate apps for each type of mobile device.

Hi

Thank you so much for clarifying, I found the version for iPads but it
doesn’t allow me to download the 9.0.1 version how does one download an
older version?

Kind regards
Nikki

If Apple doesn't allow you to do this, let me ask: did you ever download the LR iPad app in the past?  If so, you could try to find it in your app install/purchase history list (even if you only ever used the free version).  If you do find it, tapping the download button should offer you the last compatible version for your device.

If the iPad app is not in your app install/purchase history, you could try signing into your iTunes account on a newer iPad, and installing Lightroom there to add it to your history.  And then go back to older iPad to find it in your purchase history and download the last compatible version.  Other than that, I'm not sure what else to recommend.  Web searching or reading Apple help pages may turn up additional ideas.
