Using iPad Pro as starting point for RAW file uploads/editing

I have this crazy idea in my head maybe someone can help me figure out.

I want to use my iPad pro as a mobile starting point for uploading/backing up/ editing my photos.  If I am at a shoot I would like to upload the RAW files onto the iPad into lightroom CC.  It would be great to start editing and creating my selects on there.  When I get home I want the RAW files to backup to my desktop computers hard drive so I can not only have a copy in the cloud but local drive too.

In Lightroom CC on my desktop I right clicked onto the store album local but I can't figure out where its putting it.  Seems like there are other features missing like open multiple files as layers in photoshop.

Is there a way to Upload RAW files and will sync and download to my desktop on Classic since id prefer using that.  Iv only been able to get it to download and sync JPEGS

Yes all you need to do is to set up Lightroom Classic to sync with the cloud. Then every time you import images on your iPad, your iPad will upload them to the cloud and Classic will download them (including all the raws) with all your edits and ratings. Classic will store these wherever you set the CC images to sync to (look in Classic's preferences). This workflow works really well.

In CC, you can specify where it stores the local copies in the preferences, but you are right that it is missing a lot of features you would expect. Open in layers is one of only many that are missing. I use the import using Lightroom CC on iPad and download to Classic workflow you describe all the time and it works great.

Are you shooting raw+JPEG? On the iPad, might you be importing the JPEGs?
