Which Windows 11 date does Lightroom Cloud use when importing pictures?

I'm importing our older pictures from a local drive in Windows 11. Some of the pictures have a Creation date, a Modified Date, and a Date Taken. Other pictures only have a Creation date. We've seen some added to Lightroom which loaded in with what we think is the wrong date.
