Out of 135 pictures in my travel album, I edited and want to include in a printed photo album about 30. When I click the filter and then colored tab I used to identify the 30 I edited and want to use, I no longer am able to sort pictures, i.e., move them around and put them in the order I would like them to appear in the printed album.
I am able to do a "Custom" sort if the filter is off.
Any advice?

Try making a separate Album of the selected photos (Option in Album dialog) and sort there.
You can always remove the album if unwanted later.

Do you think it's a bug in LR that custom sorting does not work when an album is filtered?

Hi @KevinUpstateNY Could also be as designed (Filter overrides any sort). As another user I'm not in the know, other that I see the same symptoms in my Lr catalog.

It could be a bug. I can filter an album in LrD, and can display the filtered images in the currently set Custom Order, but cannot change that custom order. However, on the same system at the same time I can display that synced album (collection) in Lightroom Classic, apply the same filter and display the filtered images in Custom Order, but then I CAN change that custom order using drag and drop in LrC, and the changes immediately sync back to Lightroom. So LrC can do it, LrD cannot (but nor can LrWeb, so it may be as designed after all).
