Federated (Corporate and Education) Licenses can download and install Lightroom Desktop. However, Services need to be enabled on your license in order to use the product. 

Lightroom Desktop relies on storing your catalog as well as your images in the cloud. If your license does not allow for Cloud Services, you will not be able to add photos to your Lightroom catalog and the option will be grayed-out. 

If this is the case, you can contact your Adobe License Administrator and ask them if:

I still cannot install Lightroom on my work computer and the installer disappears after it claims to be installing via the CC app! 
It still crashes on the student facing machines and I can't tell which version it is. I'll look at my perosnal account on my computer at home this evening. 
I have to leave early - it's just before 3pm GMT here - so I'll come back to you tomorrow.

Can't tell, can't even build a Lightroom (non-Classic) package in SDL anymore... seems like that might be the answer. It just isn't supported. =/ 

 

Also found this: https://helpx.adobe.com/in/enterprise/kb/sdl-known-issues.html which seems to say this is a known issue for months now.
