The Lightroom Mobile license does not allow for use of the Lightroom Desktop App. If using the Lightroom Desktop app on your Windows PC is important you many want to purchase the LrD 1TB plan which includes Lightroom Mobile and Web. After purchasing you could cancel your Lightroom Mobile plan. The important thing to remember is to keep the Adobe ID's the same between the two separate subscriptions to ensure tranfer of your synced items between plans.

You can use the same account, but you'll first have to upgrade your subscription from the Premium plan to the Lightroom Plan. The Lightroom plan includes the Lightroom Desktop app, plus all the mobile apps, plus 1TB of cloud storage....and of course it costs a bit more money. You may be able to change/upgrade your existing plan online at the Adobe web-site (login to your account and look for "Change Plan"). Alternatively, speak to Adobe's Customer Care team (or via Chat) to arrange the plan upgrade.
