If I purchased the Lightroom Mobile subscription for $4.99 a month, would I also be able to access Lightroom CC on a desktop computer?
No.
Lightoom CC is a separate subscription included in one of the relevant Photography Plans for $9.99/month. The Premium features with Lightroom Mobile at $4.99 are included in the desktop Photography Plans.
