After exiting beta Photoshop can't restart beta or regular Photoshop

After exiting the beta version you can't open regular photoshop or restart the beta version. The Adobe Photoshop 2023 process under Apps while running photoshop is moved to the Bacground Processes and that prevents a launching either version of photoshop until that process is killed using task manager.
