Generative expand not available in my region

Both Generative fill and Firefly have stopped working in the UK with the error message

Example usage: cropping where the crop exceeds the image slightly.
I am using the latest MAC (Ventura 13.7.8) and Photoshop (Beta) 26.10.0 both fully up to date.
I have tried restarting Photoshop then the MAC. I have not downloaded any app recently.  It used to work well for many years.

Any ideas?  Regards Paul
