This situation has been ongoing for four versions since 25.5,

But the entire PS did not show any approval for operation, and the hovering prompt function of the mouse also exists
But all the mice and operations cannot be performed,
This is very bad and can only be reopened by forcibly ending the PS,
But this situation has become increasingly frequent with version updates, which has affected normal use

Hi @Antonia Eden could you explain what you are doing in the video?  The tutorial videos that pop out when you hover over a tool should begin to play automatically and not need you to click play. Are you able to click on the Learn More button on the bottom of the pop out video?

 

Two things, make sure you have the latest Ps beta: Adobe Photoshop Version: 25.9.0 20240428.m.2603 2d135fa arm64,

 

then try resetting Prefs for the Beta:
/Users/yourname/Library/Preferences/ Photoshop Beta Settings (Mac Ventura)
/Users/yourname/Library/Preferences/Adobe\ Photoshop\ \(Beta\)\ Settings (Mac)


C:\Users\user name\AppData\Roaming\Adobe\Adobe Photoshop (Beta)\Adobe Photoshop (Beta) Settings )Win)
Launch BETA Photoshop While Pressing The Keyboard Shortcut
With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.
