Remove dust spots in a video using Photoshop

I would appreciate any advice on removing dust spots in a video using Photoshop Beta. I'm selecting the track in the timeline and, after selecting the spot, I'm trying to fill/generate it with the surrounding background, but it only applies to the current frame.

Given the excellent results I'm getting with images, I expected the AI to fill all frames in the same location automatically.

I know Photoshop might not be the "perfect" tool for this, but with the available tools, it should be easy to create this feature—or maybe it's already present, and I just can't find it.

@MSSDedalus this is something being developed for Premiere Pro not Photoshop. I understand that PS is your available tool, but this would require you to edit each frame to remove the area even with current tools there is no motion tracking available in PS for video, again that would be After Effects or Premiere.
