Can you provide Photoshop's Help > System Info dialog text in your reply here?

That will help us determine what might be going on here. 

Does restarting the computer, and then restarting Photoshop fix this for you?

Are you running any other software which might be utilizing the GPU heavily prior to launching Photoshop?

Does it help to reset the Photoshop beta preferences?
