I'm trying to expand this image to a square (1x1) format using generative expand. I have tried it three times and all three give me a violation warning. Can anybody explain to me what terms are being violated?

Most likely its the amount of skin showing and misinterpreting the content. Try masking out the model's body and expanding. There is a long-running thread about the level of "censoring" with Firefly here:

The bot they use is looking at her bare belly and isn't smart enough to distinguish it.  Thats why it won't let you use on swimsuit photos or anything Bourdoir that is not showing any nudity, kinda like Facebook does the same thing.
