Clipping mask - FOLDER to a LAYER.

Hello,
I've noticed a strange behaviour in Photoshop.

 

In Photoshop. It is possible to create a clipping mask for a LAYER on a FOLDER.

 

BUT (strangely enough), it is IMPOSSIBLE to create a clipping mask from a FOLDER to a LAYER.
To make things as clear as possible, I've attached two example files.

 

I think this is a bug.
Is it possible to correct this please.

Instead of grouping the layers and turning the group into a clipping mask, try converting the multiple layers into a Smart Object and making that new Smart Object a clipping mask.

OK, thanks for the tip,
But... reassure me. It's a BUG, isn't it ?

 

Because... otherwise, I don't really understand the logic behind this limitation ?
Layer on Folder = OK Clipping mask possible
Folder on Layer = NO Clipping mask IMpossible

 

Why is this?
Is it possible to fix the bug ?
