I have to reset preferences on PS and PS Beta at everyuse

Its been a bit more than two weeks that i have to restart photoshop preferences at EVERY USE because otherwise it wont open my files neither a new file. This is happening with both PS and PS beta, and I dont really know what else i can do. I have updated ALL drivers and mid-rage attack I have even reinstalled WINDOWS so I could have a clean start to all of it. It didnt work. I dont know what else I can do. Help me, please.

I'm using Windows 10, I have an i7-7700 CPU @3.6GHz and 32GB RAM. Also NVIDIA GTX 970 and a Huion KAMVAS Pro 12 GT116.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Hey @CoryShubert It worked once but at every use I have to do it again. I feel it has something to do with my Tablet Display, but I'm not sure what on earth I could do

Thank you for the update @RaquelAbe have you checked with the tablet maker to see if they have an update or any info that might help?  Does the issue happen when NOT using the tablet? If it doesn't, it might be a good indication of the tablet and some issue with its driver.
