Hey, Ian. Thanks for reaching out. I'll help you figure this out.

Has this started to happen since a recent update of Photoshop or Creative Cloud desktop app?

Try these steps:

1- In the Creative Cloud app, press CTRL + ALT + T  to launch Creative Cloud Troubleshooter & select 'Close Creative Cloud and related processes' > click on Go.
2 - Check Windows Task Manager for any other processes related to Creative Cloud and end them.
3. Navigate to C:\Program Files (x86)\Common Files\Adobe\CEP\exte

3. Navigate to C:\Program Files (x86)\Common Files\Adobe\CEP\extensions

Delete all folders that start with ā€œCC_LIBRARIES_PANEL_EXTENSION_xx_xx_xxā€ in this location.
4. Delete the "Creative Cloud Libraries" folder from both locations here:
C:\Program Files (x86)\Common Files\Adobe
C:\Program Files\Common Files\Adobe

5. Restart the computer & relaunch the Creative Cloud app. You will be prompted that an update is available if you don't have automatic updates set up already.

Let me know how it goes. Thanks!
