Most keyboard shortcuts stopped working

So im having a photoshop problem and I can't find any solution... my keyboard shortcuts stopped working almost entirely. It works on other Adobe apps such as Premiere and SP and Illustrator, but PS remains stubborn to do nothing when I press any regular shortcut. The only thing that I noticed that DOES work is when I press the spacebar to use the Hand Tool. ( for example, B for brush, E for eraser, V for selection tool - all not working. CTRL+ anything doesn't work either). I reset PS settings, reinstalled it twice, changed system language to English - nothing works

If anyone has any ideas for a solution - I'd be delighted to try

pperently the F keys (F5 - brush settings for example) still work. My mind is blown by the inconsistency with this issue

Finaly managed to solve it,
I had to change the system language to English(US) rather than English (my region)
[cursing removed] windows

I may behaving a similar issue. All of my LRC shortcuts are greyed out. I reset LRC but that did not help.

Quick fix: ctrl+shift+alt+K > enter. This shortcut seems to always work, and kickstarts the rest into action.

 

This happens to me every once in a blue moon. Not often, but it happens. I've suspected that it has something to do with application/OS language (English) not being the same as keyboard layout (Norwegian). Windows will normally handle that, but I suppose it can trip up sometimes.

previously I had my system on Hebrew, changed it to English, still didnt help.

Well yeah I know something's causing it....

That's why i posted here.

 

I'm using a laptop and connect an additional keyboard to my wotk station - neither of the keyboards work (and I tried changing the external one as well)
Also I tried closing anyother application I could think of that may be causing a conflict, to no avail.

Ah, yes, that might be the missing piece in the puzzle: UK English vs US English. I do indeed have Windows at UK English. I thought the main difference would be colour vs color 😉

 

I'm not too concerned, it happens very rarely; but it's nice to know there's an explanation. For me, calling up the shortcuts dialog with ctrl+shift+alt+K and hitting enter to dimiss is muscle memory by now, half second at most.
