Opening Photoshop takes 4 mins running in Background prosseses before actually opening

Hello,

I have been running Photoshop CC fine for a year on this PC:

Processor 12th Gen Intel(R) Core(TM) i7-12700F 2.10 GHz
Installed RAM 32.0 GB (31.8 GB usable)
System type 64-bit operating system, x64-based processor

NVIDIA GeForce RTX 3060 Ti (Driver ver 560.70)

Edition Windows 11 Pro
Version 23H2
Installed on ‎6/‎07/‎2023
OS build 22631.3880
Experience Windows Feature Experience Pack 1000.22700.1020.0

A few weeks back I started getting intermitent issues with opening Photoshop. It does not open straight away but sits in Background processes for just under 4 minutes, then eventually will open.
Once Photoshop is open I am able to open files normally from within the app (File>Open) but if I try to open files from other apps into Photoshop (File Explorer>Open With>Photoshop 2024) it again sits in background processes for the same 4 minutes, then eventually will open the file in Photoshop.
I have tried updating graphics drivers and also performed a full uninstall/reinstall with the Adobe Creative Cloud Cleaner Tool.
Any ideas on a fix for this?

One idea... When I have encountered similar behavior I made a point to Quit Photoshop, then proceeded to shutdown all "Creative Cloud" processes in Task Manager/Activity Monitor.

Then launch Photoshop. If this works enjoy the day...

If that does not work then I might consider a less friendly option (sorry) deleting all the items in:
C:\Users\yourname\AppData\Roaming\Adobe

These are temporary items and preferences etc and will be generated again. You could back them up if it makes you comfortable.

After cleaning out files...
Launch Photoshop.

If this works enjoy the day... if not, we look at soemthing else.

Ok I gave those two options a go and had no luck with either. Is there anything else that might fix this issue?

The other portion possibly could be as simple as Logging out of Creative Cloud and logging back in.

There were issues, some time back, related to a Photoshop process getting stuck after launch.

If that doesn't help then we probbaly need to see Photoshop Help > System Info in full.

I did a system diff between machines here and yours and they are within normal bounds.

However, have you tried disabling plugins > I see Topaz Sharpen AI 18.0 - from the file “tltopazsharpenaips_x64.8bf”

There are times where Plugin can get out of sync with updates.
To try, Hold Down SHIFT key and Launch Photoshop.

The 1st time I tried opening Photoshop whilst holding shift it did actually launch straight away. I have since tried to repeate this method multiple times today and it has returned to the same 4min wait to launch (even when holding shift). When it did launch the 1st time correctly I tested opening files from file explorer open with>Photoshop and it was still waiting 4 mins in background processes before actually opening the jpeg in Photoshop.

I have been trying to think of what else might be the cause. Our business has been using SentinelOne on all our workstations for years. I found some reported issues on this forum from back in 2021 with some SentinelOne users. Currently we have around 15 workstations running both Photoshop 2024 and SentinelOne without the issues I am experiencing. Is there any instructions I could pass on to our IT to check on for SentinelOne settings running on my workstation that might be causing the issue?

SentinelOne antivirus can conflict with Photoshop. I do not have this tool but here are some notes I found...

Try and turn off cryptominer scanning if enabled.
Can they SentinelOne be put in an alert mode vs. block mode? Does that change anything?
Photoshop puts a lot of data in memory and in the GPU as do a lot of applications. Does this slowdown also affect any other Adobe applications or is it just Photoshop?

Ok, It took a few days for IT to allow me to try this but yeah as soon as they deactivated Anti Tamper protection and changed Riskware to no longer be auto quarantined, Photoshop opened normally....no more stuck in background process for 4mins before opening.

IT department is not very cool with the idea of these settings staying deactivated for obvious security reasons. All other workstations are running SentinelOne & Photoshop 2024 without issue. Is there anything you could recommend that we look at/change on my workstation to be able to run SentinelOne & Photoshop 2024 without issue again?
