We have a bug logged to investigate a similar problem. A previously supplied file showed that using the Layer Comp Position option set to apply to layers would trigger this error message.
Can you try unchecking this option on your PSD. If elements of the layer need to move, you'll have to use duplicated & moved layer instead.
I see that your file blocks from getting to the Layer Comps panel options. We're looking into this further.
Had the same problem with a Photoshop CS5 file in CS6
Here is the solution - stupid, but it works:
1. Click the layer comp option and uncheck "Position" of your layer comp
2. Activate the layer comp
3. Click the options for layer comp again and re-check "Position"
4. update layer comp
Repeat this for every layer comp that doesn't work. Then you can flip through your comps again. Save your document and the error should not occur with your new file then.
I've had this problem in previous versions of photoshop. The fix I've found is saving it out as a .PSB and then reopening it.
Apparently something goes wrong with the layers comps and photoshop thinks it will create something bigger than 30 000 pixels. PSB's dont have a 30 000 pixel limit.
Another less effective solution is to turn off the "position" option in each of your layers comps, but that means you loose the position information.

This was fixed and is included in the 13.0.1 update. If you have a file that still shows that message and you are using 13.0.1, then we'd appreciate a sample file for investigation.
