P: Duplicate layer issue

In PS 2019 with a right-click on a layer and choose "duplicate layer", "new document" you get a new document with a background layer not the original layer. Also if you duplicate a pattern-layer, you just get a new document with an empty white background layer. In former version you just got an identically layer in an new document. Can't imagine that should be a feature. I think it's a bug.

It's a little subtle, but I see what you mean on both OSes.  I'll go ahead and log it.  Thanks for the info.
