P: Export As on new documents: Image is empty

PS CC Version: 20150529.r88 x64 on iMac 27" Late 2013 - 32gb of RAM

When creating a new document that empty, then pasting an element in and save file. When trying to File > Export >Export As the preview always states "Image is empty." You must close the file and reopen it to be able to use Export As.

Well...this thing is now haunting me in the newest 2015.5 release. Unless I create a document without any artboards I get the "Image is Empty" message every time in Export Assets tool...
