What step shown on the webpage are you stuck on? After clicking on the above link, you should be scrolling up to the top and reading the first few steps not just look at the lines the page jumps to by clicking on the link. Where it jumps to is the particular setting you're supposed to add to the blank text file.

I tried this and it works. It should be easy for Adobe to change this default behaviour, or add a switch for it in Preferences.
Cari, while the instructions may look daunting at first glance, the remedy is easy to execute, no special techie knowledge is needed - it is simply a case of creating a plain text document and saving it in a specific folder. However, the advice to use TexEdit on a Mac does not work, as bizarrely, TextEdit does not give you the option to save as a .txt file (on my El Capitan machine at any rate). I saved it as .rtf, opened it in Word, then saved it again as a .txt file. I suspect you could write it directly into Word or into Pages (or any word processor), save as .txt, and it would work, but I have not tried that.
Also, read the bit about the Library folder being hidden. If you try to follow the file path written on the advice you probably won't see it - follow the later instructions to uncover it. On a Mac the easiest way to do that is to open Finder, click the Go menu and then press the Alt key - the Library folder will suddenly appear in the dropdown list.

Pete, thanks a lot. It worked!
But I have to say, that I had to put the PSUserConfig.txt file in another folder (//Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2015.5 Settings/). For the first time, when I put it the folder mentioned in the article, nothing happened.

I have the same problem. The anchor points on the right side of the bounding box are not working. I can resize the box with the anchor points on the left side, top and bottom, but when i try to do it on the right side the whole bounding box gets deselected.

I just did the "Reduce user friction" from the comment above and it worked. I shouldn't be messing with config files after an update when i have looming deadlines.

This has happened to me too. I shouldn't have to be diving into config files to get basic functionality working. Wasted 20 minutes trying to find this fix. Do I get to send Adobe the bill for my time?
We are looking for a fix for this bug and are hoping to have it out soon. Unfortunately, we've been having trouble reproducing it in-house. If anyone would be willing to do a web-hosted screenshare, that could be really handy for us to see what's different about the machines encountering this problem. All you need to is an Internet connection and phone line (to talk to me). Just ping me and I'll set it all up.
Same issue with the text bounding box, every time I try to drag the corners or edges of the active box, the double sided arrow changes back to the text cursor to add a new text layer. I can only adjust the text from the side of the box closest to the text (i.e. if text is left + top aligned, I can adjust the box from the left and top of box only.) If the text exceeds the box size, I cannot click on the layer to adjust on workspace or in layers panel.
This is a bug that slipped in during the last development cycle. Unfortunately, it doesn't present itself to all users. You can remove the bug by going through Pete's steps, found here: https://helpx.adobe.com/photoshop/kb/enable-optional-extensions-photoshop-cc.html#Disable_Reduce_Use.... I would ask, however, for you to post a copy of your System Info (found under Help > System Info) here so we can figure out what precise cluster of settings and/or hardware create the bug in the first place. Internally, we're having a devil of a time reproducing this.
We are trying to get a handle on the problem. It is NOT occurring on our machines in-house. As a result, we can't fix it until we know precisely what we're fixing.
As I wrote in the message directly above yours, it would be helpful to see this bug happening live. If that's not an option, then posting your Sys Info (found under Help > System Info) would be useful. Also, please note what other apps you might have open, whether or not you were using the Glyph Panel, what sort of work you were doing in Photoshop, and how frequently you encounter this bug (every time you try, only once in a while, etc).
Hi David, Here's the system info below. I followed the thread above and got the issue to subside by putting the text document in my preferences folder. Before that the problem was occurring all the time regardless of whether or not Photoshop was the only program open. Hope this helps you all resolve the problem and thank you!

Adobe Photoshop CC 2015.5 - When I grab the various corner anchors to resize the text box, the box resets and it's no longer active. Sometimes I can grab the top of the text box to reduce the height, but I can't grab the bottom or corner anchors to reduce the height of the box. It super annoying and its wasting a ton of my time.
Other apps cant't causing problems because I'm running a clean OS without any other apps since yesterday. I updated from Win 8.1 to Win 10 and I still have the same issue.
