P: In macOS Native Full Screen the right side scroll bar appears

With Photoshop 2025 (ps ver 26.1) when in macOS Native Full Screen the right side scroll bar appears, but does nothing when attemping to use the scroll bar.

Same results with both macOS Sonoma 14.7.1 and Sequoia 15.1.1 on Intel and Apple silicon systems.
