Hello !
Today when I opened my PC I was notified that the Creative Cloud Desktop Application needs to be updated.
I clicked on update, waited for it to finish and sadly it ended up with an error and I had to use Creative Cloud Cleaner Tool to uninstall it. It has uninstalled successfully..
After reinstalling it, Photoshop no longer sees my libraries. I have tried all the help links from adobe help website to fix the sync, delete sync file, sign in, sign out.
Nothing works, I cannot see my libraries inside photoshop.
I get the message in the title: "To use Creative Cloud Libraries, please update the Creative Cloud Application.

Have you checked to make sure you still see your library assets in your Creative Cloud?

Hello!
Yes, I opened the library on the adobe website and all my saved colors, brushes etc are there.
It all started with an update to Creative Cloud Application this morning which failed to install.
I've uninstalled Creative Cloud Application, used the creative cloud clean tool on adobe website to make sure I erased everything and reinstalled it afterwards.
Now while in photoshop in the library panel I get that message about updating to the latest version of adobe creative cloud but I have the latest version from Adobe website installed.

Okay thank you. The same thing happened to me once. Would you please sign out of the CC entirely, clear your cache and then shut down and restart your computer and sign back in and see if it reconnects?

In order to make sure I clear the correct cache. Which cache folder I should clear? The Creative Cloud Libraries folder or the opm.db file. from the OOBE folder ?

Is the latest Creative Cloud Application version number 4.5.0.331 ? I am starting to think that the version I've downloaded from the official website is not the latest. Someone else from the Adobe Community Forums mentioned he has 4.5.5.338. in a topic opened by somebody who seems to have the same problem as me: https://forums.adobe.com/message/10468715#10468715

EDIT: PS: I have signed out, cleaned both the Creative Cloud Libraries folder and deleted opm.db file. Restarted my computer, signed back into Adobe Creative Cloud, and the problem persists.

That should be the most recent version https://helpx.adobe.com/creative-cloud/release-note/cc-release-notes.html       

It came out April 27, 2018.

Can you go to Help > System Info in Photoshop and then copy and paste the contents of that window in your reply here?

Hi Hannah,

I have experienced the same as CristianC25

I fired up my PC (Windows 10) and received a message that the Creative Cloud App failed to initiate and I was given a choice to repair the app which I did but then the CC App disappeared from my system.

I downloaded the CC App and the problem still persists. I've followed the advice you've given Cristian and the app won't update my Libraries. I click on check for App Update on the CC App and it checks.

Creative Cloud 4.5.0.331

My Library is synced between desktop and CC cloud. I checked. 

I had only used Photoshop a few hours early and used my Signatures and Watermarks from the Libraries. 

I also checked my Windows Update history and there were no security updates etc.

Nothing else was done to my System.

I have pasted my System Info below the image.

Hello!

Thank you for your help. Sadly, I've tried the method in the link mentioned in your post 2 times already.
I even contacted support and they offered me the same help links from the Adobe help website.

I really can't figure out why Photoshop refuses to recognize the latest version of Creative Cloud.
Is there any chance you could send this issue further to engineers / developers or someone who knows how to fix Creative Cloud Desktop Application in case something like this happens?
I've never encountered this error before. I had to manually use my library online through browser. 😞

I don't know what else to try. If you have any other ideas or any other advice I would be happy to try.

All that it achieved was restore my Creative Cloud Libraries folder after deleting it as instructied in the first steps in the above link.

Now I'm not able to remove or delete the App from my desktop. I've tried to use the Creative Cloud Uninstaller and run as Administrator and nothing happens. I don't know what else to do.

I have found the CC Library Panel log files if that could be of help. 

The only thing I can think of that perhaps coincided with this CC Library problem was the my Malwarebytes updated to a new version. That could be just coincidental though.

No other news. I'm using libraries through web browser.

Also in order to uninstall creative cloud, you also have to end its own running processes from task manager. It's a bit tricky, that's why the uninstaller fails.

Oh that makes sense. I'm done with mucking around in my PC. I'm not that confident changing and deleting stuff behind the scenes. I would hate to do something I shouldn't have done.

How do get the file from your library from browser into Photoshop on desktop?

I've got synced files with CC on my desktop but my Library has a folder with items that were created in Library in Photoshop and I've tried to download from web browser but can only move or copy to another folder.

I don't know about getting files from browser library. I don't have PSD files there, I only have colors and a few brushes there and I use the color code displayed next to the color to copy it to my photoshop to get the needed color for my work.
Try selecting the file you need and go to the top right where is a menu named Actions try to send that file or see if a download button is there. 😞

Hi,

There is a quick change to try that should get your Libraries panel back to working.

1) Quit any running Adobe CC applications (Photoshop, Illustrator, After Effects, etc.) 
2) go to the location below and move the complete 'CC_LIBRARIES_PANEL_EXTENSION_2_14_207' folder to your desktop 

C:\Program Files (x86)\Common Files\Adobe\CEP\extensions\

3) relaunch Photoshop

Let us know how things go.
