Photoshop 23.5 not opening on Mac with OS Big Sur 11.6.8

The "open" button does nothing.  I can't even uninstall the app by tapping the three dots and tapping to uninstall.  I tried to uninstall from the Mac Applications but that didn't work either.  Lightroom - same. 
My computer is about 6 years old.

You may need to do a clean install via your Creative Cloud app:
