Photoshop 24.5 Rotate View Tool and Images reverting

In Photoshop 24.5 (while on Windows):

-Two images are arranged side-by-side (2-Up Vertical)

-Rotate View Tool used to rotate image A from it's original opening position

-Click over to image B to work with and image A is restored to the file's original opening position. Image A should have stayed in the rotated position.
