Same issue on MacBook Pro running Sonoma 14.1. Resetting the prefrences didn't work.
Tried PS 24.7.2 but same issue. Like Matt Murphy downgrading to PS 24.0 did the job.

Same issue on MacStudio running Sonoma (menus grey out, disappear or flash); downgrading to PS 24.0 solved it.

You could try resetting the photoshop 2023 (ps ver 24.7.1) preferences if your photoshop was

installed before you upgraded to mac OS Sonoma 14.0.

Best to do a complete reset of the photoshop preferences as described here under

Reset Photoshop preferences>Manually

https://helpx.adobe.com/photoshop/using/preferences.html

@FabioCucchi downgrade to Mac OS Ventura. There have bene a lot of reported issues with the GPU and Sonoma not just in Photoshop either.
