"could not use pencil because of a program error"(bitmap files only) Photoshop 25.2

When using Photoshop 2024 (version 25.2) I get an error of "could not use >tool< because of a program error" when I try to use any tool on a bitmap file. I'm using Mac OS 13.6.1

 

The error only occurs when I use a tool on a bitmap file. Grayscale, or RGB, or CMYK files do not give me the error. It happens whether I use a mouse or a stylus.

 

Photoshop is granted full disk access. I've tried turning off Multithreaded Composting and restarting. I've tried turning off Use Graphics Processor and restarting, I've tried turning off GPU composting and restarting. I've tried turning Graphics Processsing back on and checking Deactivate Native Canvas in Technology Previews and restarting.

 

I've tried throwing out my preferences.

 

Uninstalling Photoshop 25.2 and installing 25.1 it did not fix the problem.

 

However, uninstalling 25.2 and installing Photoshop 2023 24.7.2 DID fix the problem. Reinstalling 25.2 after installing 24.7.2 caused the problem to return.

 

This leads me to believe it is a problem with photoshop 25

I had a friend test it on his system and he got the same error. When using tools in bitmap mode in photoshop 25.2 he also gets the error " could not use >tool< because of a program error"

reverting to PS 25 fixes the problem too. It's only 25.1 and 25.2 that give the error

PS 25.3.1 still has the error.

I can reproduce the issue with Adobe Photoshop 25.3.1 on Mac OS 14.1.2

I do not see this error on Monterey. Have not yet tested on Sonoma.
