Stuck 'Reading File Format'. Please help!

I'm having an issue with opening the file with Photoshop web version. 

The file gets stuck at 'Reading Photoshop Format, 100%'.

I’ve already tried restarting my PC, but it didn’t resolve the issue. I saw suggestions about deleting all beta apps, but didn't work for me. The file size is only 12 MB, so I don’t believe size is the issue.

I can open other files, only this specific file won't work.. Which is very frustrating. 

Please help me resolve this issue so I can open the file :,(

What is the format of the file? Was it created with Photoshop?
It sounds like there is something in that image that is causing the problem since you are able to open other files of teh same format (from what I understand). 
Do you have access to a desktop version of Photoshop? It may be worth trying opening the file something else to see if it is readable and can be saved.
