Problem
When you move a layer by default the Transformation Values appear at the upper right side of your cursor.
Upon release this display goes away.
If you do this with a layer that is locked, you are given a warning telling you the layer is locked.
But the Transformation Values display, does not disappear. It remains on screen.
If you move the window, its still there. If you move the document it's still there.
Minimizing Photoshop minimizes this display as well, but if you go back to full screen they come back.
The only way to clear this error is to restart the software.

Operating Environment
Photoshop 25.11.0 release
Windows 11 Enterprise 23H2

Steps to reproduce.

1) Create a new document.
2) Convert your background to a layer, and lock it.
3) Activate the move tool and move the locked layer.
4) The warning will pop up and the Transformation Values box will remain.
5) Repeat at will.
