Legacy Healing Brush on Photoshop 25.11.0

Hi!
I just updated to the latest Photoshop version (25.11.0), and my Legacy Healing Brush is creating jagged borders after brushing. This occurs when I'm working directly on the layer. If I try to use "current & below" on a blank layer, nothing happens—it's like I'm not brushing at all. This is happening with both large and low-resolution files.

I have already reset the Healing Brush tool and my preferences. The standard Healing Brush works fine; this issue only occurs with the legacy version.

Notes: This is happening in different files. All of them are set to 100% opacity and fill, with no holes in the layers, and all blend modes are set to "normal". The Healing Brush blend mode is also set to normal.

I'm running Photoshop on an M1 MBP with macOS Ventura.

I can confirm this bug. Just downgraded to 25.9.1 and everything works as expected there ...

The gif is a bit small, could you please post a complete screenshot the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

I also can confirm that the legacy healing brush is broken in 25.11.0

Same problem. Here's a video. I start with Clone Stamp, no problem. Then Spot Healing, no problem (but noticed other issues while working), then finally Healing Brush set to Legacy, Layer and Below. Nothing clones as expected. When I disable Legacy, it works better, but still exibits other issues long term. Think I'm reverting back. I don't have tolerance for basic tools being broken at the expense of adding new stuff I'll never use... mostly because an experienced user could do the same stuff over a decade ago. As usual, I say we are not Beta testers for Adobe, we are the Alpha testers.

How is the Healing Brush at non-legacy insufficient for you?

Confirm, I have the same problem. It came up earlier in Beta version, now it has also appeared in Photoshop 25.11.0. I'm mainly retouching Beauty portraits and I'm forced to switch back to the previous version. This is a very annoying problem.

Can confirm Legacy Healing brush is not working as intended in version 25.11. Overlay shows when a sample is made, but after using the tool, nothing is there. Had to revert back to 25.9.1.

Hi! I have already reset the Healing tool and my preferences.

I work with high-end fashion retouching and the standard Healing tool is just a quick fix.

The Legacy version is WAY better for skin retouching, giving the best results when working with fine textures mainly.

Personally, I think (and some other users I've seen in the forum agree), it would be better if the Healing and Legacy tools were completely separate, as each has its uses in different situations. The Legacy tool is also faster in my workflow since it always gives the results I want with one stroke, while with the "non-legacy" Healing tool, I need to re-brush a few times since the results on the skin are a little dull or poorly blended.
