So I just updated from 24.0 to 24.5 and I am immediately having issues with being able to hold the spacebar to pan while I work. Previously if I hold space I could click and drag to pan, and then when I let go of the mouse it would stop panning. Now however it seems that if I let go it will continue to pan until I click again once or twice. This is agitating and is slowing down my workflow.
I do not have gestures, flick panning, or overflow enabled and this is still happening.
I'm using windows 10 build 19044.2965

Resetting preferences should fix this.
Remember to save out actions, brushes etc that you want to keep.

Resetting the preferences had no effect. Program has to be closed and reopened whenever this occurs. It's been two years now.

Try again. Don't just click the button; move the whole Photoshop 2025 Settings folder from your user account and put it on the desktop for backup. This returns the application to clean factory state.
Alternatively, uninstall and uncheck "keep preferences", then reinstall. This will also remove all settings.
