The filter gallery is greyed out. Anyone else?

Here is what I see note the differenc between my ui when a document is being edit in 8bit color depth and 16bit color depth.

When something is not supported because of some document condition Photoshop will gray out the unsupported menu items. You should see more items beside Filter gallery has been grayed out....

Hi, this did NOT work for me!!!  My filter gallery is blurred out I am running cc2019!!  Any help would be awesome!!!  I tried creating a new document in 16 bit.
